I guess I could meet girls made up this way and with party-drug eyes here (Amsterdam, NL). I'd consider them made down. ;-) I wonder what you have done to the figure, as it looks re-assembled, or wearing a mask covering the front half of the face. A caption exceeding a mere title might have helped me understand the picture and appreciate it more.
