Looks like water pipe to be put underground. These used to pop up all over the country here with "US pipe" on a stack of them just sitting there. Someone was a really good salesman. The open door suggests they will go inside which is not likely. So the air compressor is the actual means of openning. Must be concrete under those bricks.

It is likely they put the pipes in the ground on top of each other beneath the walls and fill them with concrete. It is a way to restore the foundation in a situation where there is a limited height to work. They use compressed air to tremble the pipes in the ground. A common method in the lower part of the Netherlands.
