I'm learning animationa nd after seeing a an animation done in 3ds max's ink n paint i setup a scene and did a fly through animation of it. this is a still scene shot from one of the frames

Try bones attached to multifacetted planes cut to match the 2d character with the toon's image UV mapped to it. You can easily animate them that way! Constraints will work and keyframe the animation. Very fast to set up and use effectively.
