I wonder what was orignally on the wall, it appears there is a statue or a drawing of a statue to the left. Ashame this has to happen though sometimes the graffiti is art in itself, not this time though. Excellent find!

Authority looks for easy marks for it's anger. Thus it avoids open rage. If it is careful to always select only a few who make small errors as it's victims then the true hate that easily can match and overthrow it becomes a mob that joins in the sadistic promise of easy sanity. The media of the victims cannot overcome that perverse joy.
