I used to pass that same panhandler back in Chicago. He's now making a good living panhandling on Freeway off ramps in San Bernardino. The image has a quality to it which is hard to describe but is certainly a great gimmick! The lightened shadows make the scene work very well and gives it an unmistakable signature. Unique.
