Water in Morocco.... Morocco uses approximately 85 percent of its water for agriculture, but only about 14 percent is irrigated. Yet this irrigated portion produces 45 percent of its output and accounts for 70 percent of total agricultural exports, making Morocco heavily dependent on irrigated agriculture> However, its future in this regard is fragile as water resources become more scarce and the economy becomes more industrialized. Morocco, like Jordan, is a water-scarce country on the verge of the water crisis. Water consumption has already reached the level at which �water stress� usually begins (1000 m3/p/yr.). In the year 2020 it is estimated that 35 percent of the population will be below the level of severe stress conditions of 500 m3/p/yr. The Water Code of 1995 outlines the strategic direction of water resources management in Morocco, but not all articles have been implemented. The integrated water resources management for Morocco is outlined in the code and permits the decentralization to seven River Basin Authorities and two other regional agencies. There are about 63 waste treatment plants in the country and most are said to be non-functioning or functioning very poorly. As a result, wastewater is dumped directly into either in river beds or into the sea and causes huge environmental problems. There is very little reuse of treated wastewater, linked directly to the dilapidated state of treatment infrastructure. Coastal pollution in Morocco is a big problem, and groundwater is being contaminated by irrigated water.
