There are so many colors in her dress, it's wonderful to see all the subtle details in this. The symbology looks like the Tarot Star, but Wind over Water would be more like something spreading out, or dissolving. The swans seem very appropriate with their wings and their swimming feet for Wind over Water;-)

The first thought I had seeing this was that the water being poured out was too straight... It does not seem like real water, or like a liquid at all. Also that her eyes look like she's vacant.
