Interesting composition. Someone built a stairway to paradise. There were a lot of these bunkers around during the Civil War.

It looks to me like they reach the gravel path and don't just project up into space except maybe for the last ste which could be side stepped onto the pier. Whether the path goes anywhere is perhaps your point in either direction up or down. Definitely not Escher, this has physical purpose.
