The shimmery effect gives a mood of transience, like bright sun on a water surface. and I see a person in the middle distance.

this is awesome! i very much like the effect you've created. and yes, i too see the snow as rushing water, perhaps a creek or river has overflowed it's banks. it's a wonderful technique, used to best advantage!
