Ceyall is certainly not your run-of-the-mill admiral, but then, her crews would most likely be pitched out of a recruitment office as well. Coming to think about it, the way she obtained her ships was probably a bit irregular as well.
All of which tends to slightly... irritate the regular IES Navy officers.
