Delivered in March 08 this is the Island Constructor the first with the X bow.

This looks like a drilling rig. Must have gotten a good deal and picked up a design discarded by more conservative mariners. It can always weathercock in a storm though the pipe may get twisted anchored in 5 miles of formations below the seafloor. Wonder how it could be used by SeaLaunch to get rockets onsite quickly.
