Hi everyone ,this character is a member of the I.P.P .What is the I.P.P you might ask. I.P.P stands for the Inter Planetary Police. It is a unit devoted to trying to keep law and order throughout the galaxy.The image was inspired by an anime called Birdy the Decoder.It is in no way intended to resemble that anime or character.It is a concept character /image .
