Garth: I was promoted instead of her...Chief of almost 30.000 officers in the streets...If the police don't work for the citizens I don't know who we are working for...I can't get rid of incompetent people so I place them where they are most harmless... Garth: Yeah, but I have to get good people down there, too...Bevian, Cyd, Big Boy...Many of my best officers are mechhas and I can't promote them according to the rules...
