Arrivée devant Wotan, elle exige une punition contre ceux qui ont commis l’adultère et l’inceste. Elle sait que Wotan, déguisé en simple mortel, a engendré les deux amoureux. Wotan essaye d'expliquer à Fricka qu'il faut au salut des dieux un héros qui soit indépendant. Fricka le prend alors au mot et exige que Wotan n’intervienne pas.
