My guess would be a photo taken into Fractal Design Painter with an auto-van gogh effect and a simple paper texture with glass distortion. The line-work could be an overlay using the find edges filter. I don't think this is paint, it seems more like the early digital photo experiments I tried when I first got into Painter... I definitely do not intend this as a burn on the artist - I really do think it is a great image - I would say the lack of depth originates in the photo it started from.
