Here, in a high-speed astrojet, sporting ETHIC insignia, a very special host was waiting for him. The man was the super-powerful Director of EVIL (ETHIC Vicious Intelligence & Law). His rank was 3TC (three times confidential), his identity was, of course, secret. "Surprised?" 3TC asked J.S. "Should I?" J.S. replied. 3TC's smile was a blending of a grimace and a sneer. "I've always thought you are a smart fellow." he said. It looked that 3TC had bothered to meet him in the flesh in order to anticipate everybody else, especially GOD's Intelligence Service. This told J.S. that EVIL was involved in the plot. But was there anything EVIL was not involved in? A human pilot aside, all the crew was made of the very discret He-bots and She-bots, all of them with plastic faces. But 3TC had allowed himself a touch of humanity by bringing Spectre, his beloved white Persian cat, which was whispered to be fed with a "special" diet. "You've got an opinion in the field. - 3TC murmured benignly - "I'd like to know it." "It's quite a perfect system and it's always profitable." J.S. explained. "GUN pays for the humanitarian aid, and creates a network of clients supplying powerful positions in the Belt worlds. In order to place the aids, it calls for tenders on specifications drawn by Caduceus Relief. It's a consulting NGO created by the widow of the late Aldebaran 11 president. For a lucky coincidence GUN's General Director's son is the head of the commission examining the projects and choosing the contractor companies. He has appointed as leader company exactly the firm owned by the son of the Aldebaran widow, a firm which is associated with some industries in the weapons and minerary line of business. In their shipments there's also some "bonus" for the Rogues, such as the ENIGMA codes. In exchange for that, the Rogues allow Caduceus Relief to open humanitarian missions in their impenetrable worlds. If the war breaks out, Caduceus will monopolize both funding and management of the refugee programs. As you can see, they gain both ways. Here are the proofs." J.S. concluded, turning the holo-robot on. The holo-robot meticulously poured out data and graphics. 3TC sometimes widened his eyes behind his black shades, and once he couldn't stop a slow whistle. J.S. started to think that somebody had tried to cheat 3TC. "A terrible blunder" J.S. told himself, realizing how much personally involved 3TC was. 3TC suavely summed up the business: "GUN's public money becomes private in the deep pockets of GUN General Director's son.
