Looks to me like more passengers are hiding in the shade than enjoying the Scottish sun. And what's with the tiny hottubs???? Interesting optical illusion created by the angle here. At first glance the left section of the deck looks like its on the same level as the right section. If one staircase is erased, you get an MC Escher-like deck.
