The child's look is priceless! The pelican displays great dignity as he continues his stroll. The anklets suggest a strong familiarity with people. He's either a pet or banded.

Almost like the kid is thinking "look at the size of that chicken"! Perhaps the anklets are nothing more than trophies the pelican has kept, of its previous meals. They both almost seem to be eying each other up that way. What a huge bird!!! Pretty cool grab.
