I know for sure that the "dinner" is a dirt dobber (common name) But the one enjoying him/her....not sure at all, thought it was a type of dragonfly at first, but not really clear of what it actually is! Zoom in, it's worth it!

Your bug is not a dragonfly. It is a robber fly and my best guess is the Hanging Thief, but I can't be 100% sure that is the exact one. Check out whatsthatbug.com and click on the robber fly link to view the different types. :-) Excellent shot, BTW.
