Gee whiz, it's an early mechanised wringer washing machine, I thought that was obvious. This may even be a home constructed version of one seen at an expo. It does appear to have been modified or repaired at some point in time too. The wheel on the front is the power input via a belt band from the static engine, probably a steam engine. the clothes go in the wooden tub and the lid put down, the power engaged and the machine does the washing, later you transfer the power from the tub to the wringer and it starts the wringer turning, you hand move the clothes, one item at a time, from the tub to the wringer, putting it through as often as you feel is needed. The water catches in the steel tub and you stack the now very dry dry clothes in a basket at your feet. Then grab the next item for wringing. After wringing the clothes are hung up on the line, water put back in the other side and the next load started. After the last load you may dump the water. Good shot of it by the way. The last one I say was much more like a modern wringer/washer as an upright with the wringer on top, but a power take off to operate it it from the main drive in put.
