We are in Virginia. I don't think I have ever seen this type. Any suggestions?

looks like it might be a young hummer,looks like pin feathers on its head.could be a young female ruby throated humming bird. great photo.

Hi! I think audieblue may be right...certainly a baby hummer....and yes, probably a ruby throated.
