OK this is a design based on a flarecraft. It is a ground effect flying vehicle. They can only fly a few feet above the surface they depend on the push off from the ground. So this is a sort of flying car it drives around and then the whings extend and it can get some air. The intakes are for a ducted propeller that will engage by the driver and push the plane using the same engine that drives the wheels.
