Description
This is a shot of a shrub growing in what is laughingly called a flower bed but should be called my weed garden.
Hibiscus Syriacus ' Blue Bird ' I think ?, Its common name is Rose of Sharon it stands about 5 ft high and flowers in August / September, It looks very exotic but is very hardy.

Lovely shot, Alan! There is a HUGE one at a local pub which they prune with elctric hedge-cutters! (I thought Rose of Sharon was Hypericum)
