Looks like it has real potential, if only it were brighter. Maybe try the Shadow/highlight filter in Photoshop (if you have it).

I can see this is a very dramatic scene! Nicely done! I struggle a lot with the lighting in Vue. It is so frustrating at times!

Cool idea for a render, awesome cityscape too, I like it! I'm not that crazy about the lighthouse beam, it doesn't seem natural, if you know what I mean. I like Les' sugestion of ambiance in the foreground also. I wonder what that dress would look like with some transparancy added to it?
