Why not? To be technical fog is cloud on the ground, so it is possible... but that is a rather mundane, if literal interpretation. Clearly you are looking for a romantic view...of humans pushing the limits to reach high. And yet still... why not?

Those are some mighty tall buildings! But I can see it. We have such big skyscrapers these days and the clouds sometimes get really love. Very imaginative scene.
