I see it as the central area of huge office/apartment building. Each floor has a balcony, and if one can see either all the way to the bottom or the top, depending on one's viewpoint, one would see a garden, or the sky. A marvelous structure with a central open area for access to freash air. Or maybe it's stale all the way a the bottom unless there is something to cause it to circulate, grins. Fantastic architecture!
