Yes indeed, it looks like oil. But it's just cold water on a hot surface of a black table. The 'eye' (as mentioned in the critics) is a result of the evaporation of the water. The dark colors are a result of the reflection of the pale blue sky and treeleaves (on the right) in the shadow.
