Ah the annual Woodward Dream Cruise; or as I like to call it The Annoying 3 Day Traffic Jam.
Of course she's nowhere near Woodward...she may even be in Canada. (I get lost south of Big Beaver)

I've been out of the country for the past 8 years, but from that angle, I would say that she's either in Windsor, or maybe on a boat on the river. I never did the Woodward Cruise. Being from the east side, we used to cruise Gratiot or 8 mile. Love your picture though. The WRIF T-shirt caught my eye. As "Arthur P" used to say.... "BABY!!!!"
