The background on this image is just a palate i painted with Photo Filter, mixing and smearing different colors. It is something new for me doing backgrounds like this.

This looks to me like a bulb star region. If so, it is a very innovative kind of 3D effect. The flattening along the vertical axis of the radial arms yields an image that looks to me a great deal like a weather vane with all kinds of surrounding filigree. I get the sense that I am looking at a metal sculptured ornament adorning the roof pinnacle of a building. A very interesting effect indeed. Nice work, Jim.
