Cool atmo and scene. I like the big building, it gives a good sense of scale; however the low buildings look more like miniatures. Not sure if you could add some scaling elements (people, vehicles) or change the textures on the low buildings to create the scale. The godrays coming through the clouds are having a strange effect on the right-hand side, the dark band looks almost like a dark cloud ring coming up from the ground. Don't know if that was the desired effect...
