yeah really a nice building. sadly for us photographer that there are not always circumstances and when we travel the right time. To compensate this we can use filters, tricks on/in the cam and post processing in a computer. Can't explain the picture quality where is lost a lot of details (i.e. from the bricks of the wall are no more gaps). did you make the picture out of a moving car while passing the building ? they very light sky you can handle with exposure bracketing and the disturbing parking sign if you would take 2-3 steps to the right. the car antenna can stamped away. for some of the procedures you would need a PP-program like Photoshop or the free Gimp etc. Sooner or later the photographer should get in touch with this. If you shoot in RAW you have also more possibilities to correct.
