On the corner of a building (the Criterion Theatre?) a block away from Piccadilly Circus in the City of Westminster, London.

Yes, sir...always look up! Great shot. Found this: It is by Rudy Weller and can be found on the roof of the Criterion Building which is at the top of Haymarket, leading off Picadilly. The trio are located directly above Weller's statue of the Horses of Helios.
