Looking through the image to the other wheels on the other side it is some type of turning device either bridge or train turntable I would say..

I agree with Faemike55, I think its a turn table of some sort, for a brige or train...its in bad shape I don't think its in use anymore though... Cool can't wait till tomorrow...

I think it's a "thing" used to do "stuff." Actually, I think it might be some kind of a cart used in a factory? I have no clue, but it's an intriguing photo! I love the graffiti...it adds an unexpected human touch.
