I'm definitely enjoying this series. I find this one lies somewhere between the two in terms of creepiness. The line of lights against the mountains seems to delineate the border of the city, showing how vast it is. The lack of lights between that and the skyline imply a lot of dangerous areas to the city. The distance makes its threat less personal than the previous one, but the view of its vastness makes its threat more inexorable than the first one. All in all, I think you've done an excellent job of setting a mood and creating a perfect environment for stories.
