The sculpture Zerman in stainless steel (by William Pye, 1972) stands on the riverside terrace of the Queen Elizabeth Hall.

Looks like a vent to let excess steam out of.... Awful modern art. Must be near Tate Modern lol That said, your evening shot has brought the 'best' out of it. I like the evening skies..
