Looks like a vent to let excess steam out of.... Awful modern art. Must be near Tate Modern lol That said, your evening shot has brought the 'best' out of it. I like the evening skies.. Subtle shades et.. Good shot, despite the statue lol Rob P.S. Take no offense mate, I am not a Modern art guy, its well known lol
