Its a Portuguese Air Force Alouete III in Sintra Air Museum, at "Base Aéria nº1". Here is some history (as translated from wikipedia):
"The SE-3160 Alouette III (ALIII) were acquired by the Portuguese air force from April 1963 as add-on gradually Alouette II appliances already in service, to act in the military operations taking place in Angola, Portuguese Guinea and Mozambique. The Alouette III became one of the main icons of the war overseas, getting famous images of Paratroopers and commands to jump of, while they hovered about 3 m above the ground, during heli-assault.
The basic ALIII disarmed, with the code name "Cannibals" were essentially transport operations, heli-assault and sanitary evacuation. These ALIII joined the rocket helicopters, with the code name "Bad Wolf", with a 20 mm cannon mounted facing port, triggered by a pointer through the side door open. In 1973 there were some experiments in order to incorporate 37 mm rocket launcher or 2.75 ", but never reached the operational phase.
The Portuguese air force purchased a total of 142 Alouette III, the second highest number of a single model of aircraft to Portugal, then to the North American T-6.
Currently, the remaining devices are used in Beja Air Base primarily for instruction and as utilities."
