This is proof that you don't need bloody carnage to express the impact of a subject such as this. With everything removed except for these shadowed and vivid people and bike, it is the very starkness of this picture that aims with brutal impact...a punch in the gut of the viewer, yet it doesn't overwhelm the emotion that also pours through this scene.
