Back in 1999, the first version of the Russian Angara rocket featured two drop tanks on stage one and two. The current Angara concept no longer features this, probably too exotic. I adapted the idea for my Powerlifter HLLV concepts. The drop tanks can be recovered by parachute provided they are jettisoned early enough. This would happen as part of stage one flight. But stage two flight would take the tanks too far down range and possibly two high a velocity for effective recovery. So I limited the drop tanks to stage one. One tank for the shorter fairing, lighter payloads and two for the longer fairing, heavier payloads. The fairing is Russian. The launch vehicle is shuttle derived. The tank being a shortened shuttle ET with a parachute container at the top and the center stage being a heavily modified ET with engines.
