a local lake. everything brown is normally covered in water deep enough for regular motor boats to move with no problem. now they need wheels

I am always amazed that we can build a pipeline from Canada to Texas to refine Canada's tar oil sands, but we cannot build a pipeline from the Eastern US to the Western US to move flood waters where they can be put to good use. Why can't we build a diversion pipeline to ease the flooding of the Mississippi and other river valleys and carry it to the western us to help in the drought? I guess there is just no profit margin in helping folks.
