Here's the explanation .. daughter's tights have lost their elasticity at the waist and begin to sag .. Mom comes to the rescue and tugs them up as daughter's hands seem to be busy holding her skateboard. I like this tighter cropped version much better, it hides most of the depressing buildings and the Mom and daughter"s antics capture the eye.
