The igloo is for storing salts for distribution on the roads in icy conditions I suspect. We have similiar structures [more cone shaped] in Kansas.

Well a salt storage building seems to make the most sense .. you know, what they dump on all the streets in winter to keep them from being ice skating rinks .. didnt' think of that till I read pimanjc's comment It's a cool shot.
