Somewhere in a parallel universe.. The depicted scene is much less absurd than the present confrontation between Russia and the West. In fact, as to my opinion, the situation in the scene is quite normal :-).

The Winston Churchill's slogan (1914) was popular during the Second World War too and is still popular nowadays.
The elf, as it came to my mind later, most probably represents forest partisan forces as part of the anti-? coalition (I don't know their enemy in that world - some bloody dark lords, perhaps).
