The Parliament Building in Victoria, BC, Canada.
I improvised for a tripod here, I found a wall and set my timer on the camera to minimize camera shake.

I thought you used the glowing edges filter on this at first, but on further examination I see it was a timed night shot of the regal Parliament, reflections, et al, and a sterling one at that, Melinda.
