Wow! This is an incredible render! I have absolutely no idea. I don't even recognize any of this content. And I wouldn't have even known that was Andy. Looks fantastic! Top notch work, my friend! The atmo, the lighting, the effects, and looks like some blur in there maybe? But I'm actually having a hard time differentiating between the effects and the content. Which makes the work you did even that much more impressive, in my opinion.

have sent site email with my skype details and personal email if you want to chat. the light beams don't come out very well unless you have a background, so even with a fog there will be more transparent patches where the light won't show take the background material settings down to .2 for specular and ambient even 0, best to play around have the background behind your fog layer and a spotlight anywhere between 10 and 20m distant it is then a case of playing with the volume-density setting in materials >advanced> atmosphere> pop-up parameter table also make sure that in the light setting in properties has a value for atmosphere after checking the box, I'd start off with 0.1 and go from there I'd also change the attenuation just below that to inverse square so that it is more realistic in terms of light fall off as you say, it is anything but easy owing to the noise generation, but there is a balance somewhere that doesn't look too bad just skype me if you want to ask anything, cheers, Paul
