From googling and research, I believe this is a female Horse Fly. The inset shows the same horse fly from above.
I finally found a fly that didn't fly away just about the time I got focused on it. :) Playing with my 250D Close Up Lens, which is like a filter that replaces the UV filter on the lens. It magnifies, but makes it hard to get a crystal clear shot.
Zoom to see the facets in the eyes.
They don't show up in regular view.
