the owner must really do a lot of upkeep for it to pass the CA smog laws. when I had a 53' Studebaker Commander in 1963, I tried to get a title in my name and they refused because it did not have a smog convertor. at that time they wanted more money than it was worth. to get even, I removed the muffler and drove that way cool capture
