The large structure seems to be a lighthouse; the sea is to the left. There are three holes toward the top of the lighthouse, out of which three streams of water pour onto the ground, where they merge into one stream that flows toward the three little structures, which seem to be watching the lighthouse - all under a very threatening-looking sky. I don't know what it means, but it's a fine image!
