I started this image a few days ago, and I think it's on the road to being something decent, but I'm not sure what it needs for completion... any suggestions?

I do have one idea... a supine womans body facedown on the tracks/pavement might add that poignant element you're looking for. Preferably one that strongly resembles the angel... Nice image, btw. I look forward to the finished piece.

Oooh! Excellent Ironbear! I haven't touched this since I posted it, I was really stuck... but I'm going to play with your idea a little! It's fabulous! Who knows what might come of it!
