Industrial and short shallow diving rebreather, handy and light for quick in-and-out dives, and no bubbles.
"Investigate unidentified divers" :: it proved to be two after the lobsters - the inshore shellfish fishermen don't want that sort around, so the squad arrested them hard as usual, and did not like their challenges being answered only by gagged noises through civilian scooby mouthpieces.
