This mannequin is out side the Sidmouth Life Boat Station at the Eastern end of the promenade.

sometimes here stores will put a mannequin outside of the store with sexy lingerie. I imagine they have almost caused accidents. I agree about the thieves taking advantage, but he may have a hidden camera like stores do
